Given the context of the song, I don't think its refering to the band Talking Heads.

course it is....playing with the word, like it was all about heads that can talk and David Byrne´s Talking Heads. if it wasn´t then why on earth would he write talking with a capital t?

I think the lyrics posted here are interpreted by us fans, not official lyrics released from the band. Anyway, a "talking head" is a term used in reference to news figures, etc who are shown w/ the head/shoulders camera shot. It was a term used before the band Talking Heads...don't know if thats where they picked it up or not. But the references in this particular song to "blue states" and "power", and the apathetic and slightly political overtone (undertone?) makes me the think it was more than a shout out to the Talking Heads. So yes, play on word is what I was getting at.
